In a move to block Telegram Messenger completely, Russia has banned a number of Google IP addresses. While announcing the decision, Roskomnadzor authorities maintained that Google had failed to meet the requirements set by them. Adding that Telegram was found using Google IP addresses, though a court order had banned the action. According to Roskomnadzor, Telegram was allegedly used by terrorists in organizing their activities, since the messenger comes with end to end encryption. It was after Telegram refused sharing the encryption keys, which Roskomnadzor began blocking the messenger.

However, Telegram was found to be still in action, owing to the service provided by Google IP addresses. It has to be seen whether this hugely popular messenger comply to the demands of the Federal Security Service (FSB).
