Amid the tussle between the Kerala government and the Governor, the cabinet approved the draft bill to remove the governor as chancellor of state universities. The bill will be introduced in the upcoming Assembly session.
Earlier, the LDF-led government had proposed an ordinance seeking the removal of Governor as Chancellor of the state Universities. However, Governor Arif Mohammed Khan returned the ordinance without signing it and upheld that he will not sign.
Generally, if a draft bill is likely to involve expenditure from the state exchequer, a financial memorandum giving an estimate of the expenditure is appended to the bill. However, the government has approved the bill without the memorandum as the governor might hold it back.
